Currently when exporting an XML Workspace that can only be done to the C-drive as per ESRI support. As more organizations move to secure Desktop-as-a-Service (DaaS) and virtualized application delivery not all users will have a traditional C-drive. Allowing ArcGIS Pro to export these files to a shared drive or UNC location would solve this issue.
That screenshot shows that you're trying to write the xml into a file geodatabase.

If you try writing your xml output to a folder on your E drive (not into a file geodatabase) does it work?
I actually got it to work after upgrading to the newest version of Pro.
