Popups behave differently on different computers

Popups look different on different computers even though I'm using the same browser.  Any ideas, because the second example is horrible to deal with?

I believe I've seen this before, and it has something to do with the size of the browser window (which may or may not be affected by your monitor size and/or resolution. 

Basically, if your browser window is too small, then the web map is not able to fully open the pop-up like in your first example, therefore causing it to be "minimized" in your second example, unless you open the pop-up full screen.

I made my window really small and then yes, this changes.  However, I see this happening on full screens too.  We have a conference room where we use GIS as a team and it is always full screen on a very large screen, but the second example occurs.

It could be your screen resolution. I also have a large monitor, but if I lower the resolution to something very low, it still gives me the pop-ups like in your second example, despite having plenty of room to display the pop-up. It might be worth comparing the screen resolutions on your computers and if the screen resolution is lower in your second example, that could be the source of the issue.
