Is there a limit to the number of users that can be in a partnered collaboration group? I have seen conflicting documentation on this.

This blog post says there is no limit on how many members a partnered collaboration group can have. Users are limited from being members (including ownership) of more than 512 groups.

But these instructions say you can select up to 20 members to add to the collaboration to represent your organization.

@KellyGerrow or @ScottB, can you clarify?

Organizations can have a maximum of 20 partnered collaborations. When a partnered collaboration ends, both organizations lose access to the other's content.

This is referring to the ArcGIS Online Organization itself, not the group or members. You can only have 20 'partnered collaborations' in your organization.

The group limits for members are as you've described. No limit on the number of members in the group. A user can't be a member of more than 512 groups. This is general, not specific to partnered collaboration groups.

I would say the documentation page you are referring to is incorrect, or maybe it's suggesting a limitation on the number of people you can invite at once. Testing now, it lets me select over 500 users to invite into a partnered collaboration.

You should be fine.
