With the new ArcGIS Online recycle bin if you have a feature service in the bin, the system won't let you create a new feature service with the same name. Anyone else experiencing this?

Hi @AdamMoszynski, because the item still exists in the recycle bin this is expected. This prevents duplication of unique names if the item is restored. To use the service name, the item needs to be permanently deleted.

Can an item in the recycle bin be renamed in case you need to restore it if the new feature service does not work?

@MichaelVolz  I think you would need to restore it to rename it. I would suggest choosing a unique name on publish of the new feature layer, then you can manually rename it after the fact
