Dashed Line Symbology Changing with Zoom from Pro to Online

I have a project containing dashed line types and when I upload the map from pro to online the line spacing will change as I zoom in and out. To fix this in Pro, I usually set a reference scale, but when I upload with the reference scale to online the spacing does not keep. Is there a way to either keep the reference scale the same when transitioning from pro to online? Or is there a way in Online to keep the symbology from changing when you zoom?
