An issue seems to have risen in the latest JS-API versions. This issue wasn't present in V4.23, and has started in V4.24.
Custom Text Elements are not being loaded from the Custom Template and not populated in the Print Widget advanced options. Subsequently, the custom text elements are also not sent to the print service. I have validated the naming of the layouts info service "Get Layout Templates Info" as the documentation states.
Yet, as described above, this logic stops working as of 4.24 (also tried 4.25, and 4.26 AMD). I also didn't find any specific change in the changelog which might be related to this feature, except for the north arrow for print widget.
