Reporter - Cover Page not Appearing

Even with the cover page toggle turned on and the settings enabled, there is no cover page that appears when app is opened.  Anybody else having this issue? 

In the configurer, If I select a different map, the cover page will show, but if I switch the map back to the original, it disappears again...

I have found the cause of the cover page not appearing.  We have an unrelated layer in the webmap that isn't loading.  I have tested removing this layer from the web map and saving - the cover page now appears again.  Seems like a bug.
