Create Bar/Column Plot without selecting a statistic

Based on the sample data below, is it possible to create the following plot without selecting a statistic?

 

  1. x-axis = SHORTNAME
  2. y-axis = Point_Coun (this is why I don't need to select a statistic)
  3. Subgroup = floodfactor

Desired output (Even though this still doesn't show percentage which I am trying to figure out it ArcGIS Pro):

Not sure if I understand what you mean when you say "without selecting a statistic". You still want the Y-Axis to represent a count of something correct? It's just that each row has already done some observation aggregation?

If that's true you just want the Y-Axis to show the sum of {Point_Coun}, which would be a sum of a sum.

Yup that's how I was able to do it in ArcGIS Pro, cheers for that.
