I have set our AGOL organisation settings to have an information banner, which displays as expected. Our organisation is set to not allow anonymous access.
I subsequently set our HUB to show the information banner on all sites and pages
When viewing the sites the information banner does not show up. I have tried using a browser that I have not logged into AGOL and it still does not show
We are seeing the same thing with our storymaps and experience builder apps.

I think the reason is that the information banner by design only appear on the Home, Gallery, Map Viewer, Map Viewer Classic, Scene Viewer, Notebook, Groups, Content, and Organization pages.

Hi @MarkMenzel2 given your organization is not publicly accessible (allow anonymous is false) the anonymous user cannot access your organization's configuration to determine if an information banner is configured and what that configuration is to display to the anonymous user.
This would be a good Enhancement to log through Esri Support Services with the ArcGIS Online team. I would imagine there are cases where a private organization has an info banner which is only intended for org members; therefore, it may be best to also consider a requirement where the info banner can be set to org-only or public.

I came to the same conclusion as you, and it kind of makes sense.
The continuing issue is that it also means that our internal hub sites and applications do not get information banners.
As you suggest I will put in an enhancement request.
