Previously-created map does not load. Layers tab shows layer names, but 0% loaded. Map itself is blank (white window). See screenshot below. Any idea what might cause this or how to further diagnose? Thanks!

Thank you for posting your question! I'd assume you are using the latest version of ArcGIS for Excel but could you please confirm? Also, are you Desktop or the web browser? Does the map/layers ever finish loading?
You could use Dev tools to help diagnose what could be going on behind the scenes. Are you able to unable Dev tools?
In the web browser, you will navigate to settings > more tools:

Not sure which options on the Excel desktop Developer ribbon apply; however I tried "Attach debugger" in the ArcGIS for Excel map window and got the following, which might help:

Is there something specific I could be looking for in the Excel Developer ribbon that you recommended I enable? The Excel file was originally created prior to the November AGOL updates. Could the new functionality added in the last release have caused a compatibility issue with previously-created ArcGIS for Excel maps?

Thank you for the update. I do not think the AGOL update would have anything to do with this scenario. The error message in your screenshot is not related to the map. I have a few things that come to mind, 1 - are you able to change the basemap? 2- Where were these layers added from? ArcGIS Online or Excel worksheet?

Thanks for the follow-up. When I open the Excel file, I can bring up the basemap gallery, but clicking on a choice doesn't render the basemap - the map window stays blank/white aside from the dialog box and basemap gallery. However if I reset the map (ArcGIS -> Reset map), I can sign in again, start with a new map that is empty except for the default basemap, add a new layer, etc. That suggests that something got corrupted in the previously-configured map settings, while "new" maps seem to be working.
The layers are added from tables in the Excel worksheet, but then joined to USA Counties Generalized Boundaries using the "Geographic data" option and FIPS codes as the join fields.
