Hi,
I have cad drawing file which is in UTM and feature service in State Plane.
When I add my cad drawing and add feature service from Add Data, kept both in state plane.
Still can't see the 2 layer superimposed on one another.
If there is any reference material that would be helpful

Thanks for using ArcGIS for AutoCAD!
You mention your CAD drawing is in UTM so I am assuming you are using either Civil or Map 3D and have the UTM spatial reference system set by the Autodesk software.
If you want your base coordinate system to be a UTM system please select the system from within the ArcGIS for AutoCAD Coordinate System UI first. Once set then add your web feature layers.
Before you add the web feature layer, but after you have set the coordinate system from ArcGIS for AutoCAD, also add an Esri basemap. Once the map is loaded you can verify that your CAD drawing is in the location in the world. Now add the web feature layer.
1) Does the drawing now align with the chosen web feature layer?
2) What version of ArcGIS for AutoCAD are you using?
3) If the data still does not align please provide additional details about this data, your workflows and WKIDs.

1. Now I have feature service of many states and it is in State Plane I want my CAD drawing to align at correct space. For Instance, SupposeI have feature service with data for all US States, I want my one of the county from Washington should superimpose at correct county in Washington State.
The Issue here is I have my CAD drawing in UTM Zone and my feature service in State Plane Zone, when I change the projection of my CAD drawing to State Plane with respective WkId, it does not get superimpose at correct place.
2.) I can see Feature layer from feature service, is there any way where I can turn layer on or off or is there any possibility of moving the layer up and down

I'm happy to be of service on your additional questions, with responses to each below.

You can use ArcGIS for AutoCAD to assign any one coordinate system to your drawing. When you add a web feature layer, if that feature layer is assigned a different coordinate system, then ArcGIS for AutoCAD will re-project the feature layer on the fly to match the coordinate system assigned in the drawing.
For your feature service with data spread across all US states, you might consider dividing up the feature service into multiple services if you want to use State Plane. So, you would have one service for each applicable coordinate system from among all the State Plane coordinate systems.

To turn the layer on/off, you can use built-in AutoCAD/Civil 3D capabilities. Navigate to the Layer Properties and click the "light bulb" for the CAD layer that corresponds to the web feature layer. As an example, if your web feature layer is "Laterals", then the corresponding CAD layer may be "ESRI_Laterals".
We don't have the ability to move a web feature layer up/down, but we are working to get the layer order sorted alphabetically in a future release.
