Is the direction/length tool part of ArcMap Basic, or is it part of an extension that costs extra?

I've only been using ArcMap for basic shapefile construction, but I've come across several tools which would make my life easier, but I can't tell if they are part of my Basic ArcMap application.  Thanks for all help and direction.
