Small & Medium screen device app - Map Widget not drawing labels

I have an app that I have designed for use on phones (small screen devices) or iPads (Medium screen size devices).  For some reason the labels in the map widget are not drawing. they do draw in desktop mode.  I did try both Chrome and Edge browsers.

Is this a limitation?  I have not been able to find any documentation that states this.
