Is it possible to stack chart/infographics widgets on top of one another in Experience Builder?

Yes! This is definitely possible, and in fact it never went away in EB. The key difference is that in EB, you have a lot more control over whether and how things stack. You can stack nearly any EB widget with any other type of widget, but you need to use a Section widget.
Create a Section, add a view for each chart with a Chart widget in it. Then add a View Navigation widget.
If you like the style in WAB, you can adjust the view navigation to roughly match it. You can even place the navigation over the chart area, to make the "tabs" appear to be in the same frame.
But with EB, you can try out other styles, too, such as putting the tabs outside the chart frame, stack vertically, etc. Get creative!
