We are preparing to upgrade from 11.3 to 11.4. With the removal of license manager, we are wondering if it is still possible to access Arcmap or if those licenses are removed?

As far as I know License Manager is not being removed at 11.4, it is just no longer required at 11.4.

We are still on the concurrent use license manager for Pro 3.4 and Enterprise 11.3.  We can't move to the named users method yet because we haven't yet purchased the Professional and Professional Plus seats that we need to do so.

So I believe until 11.5 the concurrent use license manager will continue to work since named users are different from concurrent users.

Anyone please feel free to correct me as we're trying to make sure we covered.

For clarification, the ArcGIS License Manager is used to serve out Concurrent Use licenses for ArcGIS Pro or ArcMap.  It has an additional function when configured with Enterprise 11.3 and lower to serve out Named User licenses.  It is a separate license type.  When upgrading to Enterprise 11.4, all Named User licenses will be served directly from Enterprise itself.  It no longer requires the license manager.

As for Concurrent Use licenses, an ArcGIS License Manager is still necessary.

Update: We did finish the upgrade to 11.4 and then kept our license manager as is (didn't touch it) in order to allow ArcMap to still work for those in our org still finishing moving over to ArcGIS Pro.
