Number of tiles doesn't match as expected

Hello, I'm new here, and I've learned how to make tiling cache and publishing service.

I've been using the map World Administrative Divisions from the offical website https://www.arcgis.com/home/item.html?id=deb60dd7744048cd9ba4fe203881fd12 

When selecting the tiling scheme I've used the default ArcGIS Online one. After publishing on localhost, the tile cache shows as follows

 , which is different from the WMTS standard, as also mentioned in official document https://desktop.arcgis.com/en/arcmap/latest/map/working-with-arcmap/tips-for-creating-tile-packages.... that the number of tiles of a level would be 4 times of the previous level. So I was wondering whether I missed any parameter in tile scheme settings. Does anyone have any idea?

I know I have had this happen before where the expected number of tiles didn't match the final because there were blank spots in the data where the tiles did not need to be created.
