1) 10.9.1 Named User Licenses are checked out through Portal at the license server. In 11.4 Licenses are directly managed through Portal, the license server is out of the loop.
Since you get a new Portal license that has the ArcGIS Pro licenses included, I assume there will be no conflict. However there could potentially be a problem returning the checked out license. Problem: Unable to Return an Offline ArcGIS pro Named User License I don´t exactly know how 11.4 would handle Pro licenses checked out at the license server. Returning the license could work, since ArcGIS Pro is communicating with both Portal and license server in the back end.
Best set the "Numbers of days" to check out for offline use to a few days, that cover your upgrade time, then the license will auto reset.
2) Offline submissions should sync without problems with Enterprise when it is up and running again, as the service and portal URLs remain unchanged.

The ArcGIS Pro question is pretty clear to me. As for the Survey123, do you know if there is any limit or concern about the offline submission/inbox?
For example:
- How many number of submission can be stored?
- How long the submission can be stored?
- Does the user are allowed to log out from their devices?

Hi,
There are no explicit storage or duration limits. Surveys are stored on your device. Just make sure you have enough space on it left, especially if you take images or add attachments.
Survey Responses will be stored even if you log out and log in later (did a quick test)
Warning for tracks:
When a mobile worker signs out, any unsent tracks will be sent and deleted from the app. If the device is offline, a message will appear, warning the mobile worker that unsent tracks will be deleted.
Signing in again as the same user doesn't restore the removed information.

Hi Simon, thank you for the response.
Just want to confirm, so if the user logs out, the only deleted data will be the tracks? As for the submitted survey or points will still be kept in the device. Is that correct?
