ArcCatalog cannot connect Oracle DB

Recently, I upgraded ArcCatalog from 10.6.1 to 10.8.1 and installed Arcgis Pro. Besides, DBA updated a user password in Oracle DB which is 19c.

In ArcCatalog, I tried to login that account and an error message prompted "Failed to connect to the specified server. Do you want to continue? Bad login user." DBA checked it is ora-01017.  However, I connected with another account successfully.  Also, I tried that account in other's PC and it showed success.

However, in Arcgis Pro, I can connect to that user without any problem.

I do not have any idea what's wrong in my PC. Please help.

Hello @AlexKK , are you sure you have the correct password in ArcCatalog ? Try typing the password into a text file so you can read it, then copy it from there. 

Are you sure that ArcCatalog is connecting to the correct database ? For example, your 32-bit client (used by ArcCatalog) may have different TNSNAME.ORA file to the 64-bit client used by ArcGIS Pro.

If you have 32-bit SQLplus installed, you could verify whether or not the connection credentials work outside of ArcGIS.
