2500 locks on a single layer after restart?

Hello, I have an Enterprise installation where immediately after restart ArcMap Catalog shows about 2500 locks on a layer. There're barely 3 users online, no GPs etc. Where those locks can come from? How can I release all of them together? I need to change the layer CRS and it's impossible because of those locks...

ArcGIS Enterprise 10.4.

Do the locks ever go away?  At one time I used to use the process_information table in my database to clear  locks. I would have to go in and delete all the rows in the table which was a fast way to get that process completed.
