Using AGOL-hosted Tile Service item recieved from Distributed Collaboration in Offline Area

Our organization maintains a collection of tile services on AGOL. We references to these services with our enterprise portal users via a distributed collaboration, so they can combine these layers with confidential data. Our enterprise users are able to view web maps using these referenced tiles without providing additional log in info. However, attempting to create offline areas for these web maps in Field Maps prompts them to log in to ArcGIS Online. Our current workaround is to create separate items on our portals for each tile service, and embed login credentials, and use these layers instead of the referenced items received from the collaboration. Is there any combination of settings we can use, within the collaboration, workspace, or layer configs, that will allow enterprise portal users to download packages from the ArcGIS Online-hosted tile services recieved via the distributed collaboration?
