Hello, everyone. I am sincerely hoping I can get some help here. I recently upgraded our ARcGIS environment from 10.7 to 10.9.2, including the ArcGIS server and Portal for ArcGIS. Everything has been functioning very well for almost six months, and suddenly, we are no longer able to publish any web or feature layers to the servers. We are also not able to overwrite existing services.
Each time I keep getting this same generic error "Failed to publish web layer"
I have tried publishing from various ArcGIS Pro and even ArcMap, without success.
I came across some suggestions to check the SSL certificates and ensure they are not expired. I have done all that, yet I have had no success. I need some help here.
I also have another issue which I do not know if they are related and that is, the Logs on the ArcGIS server is not displaying, it keeps spinning and spinning.
Could this be a bug?

I have also encountered this issue. Upon investigation, I found it was related to storage. I removed unnecessary logs from the web adaptor machine, the Portal server, and the datastore machine. After doing so, I was able to publish the service. Please check the storage, including any shared folders, to see if this resolves the issue. Let us know if this solution works; if not, we can explore other options.

Thank you very much once again Bilal! That resolved the problem. I believe my Web adaptor was overloaded with temp files and also my ArcGIS server was showing the temp folder as 10GB .
I am just wondering why that should be an issue as I still have about 63GB free disk space on my ArcGIS server and the portal for ArcGIS was about 132GB free drive size.

Good to hear that this solution works. However, there might be various other issues at play. It is possible that your web adaptor or datastore has storage issues. If the datastore has insufficient storage, it can go into read-only mode, and some datastores may turn off, potentially causing this issue.
