I recently started toying around with creating different types of vector tile data, that was not related to basemap data.
This includes aggregating data in ArcGIS Pro, rendering it accordingly and publishing to ArcGIS Online for consumption in web apps.

This material was covered in more detail during a couple of sessions at EsriUC 2016, and included information on how to publish buddy feature services for vector tiles so you could also get popups of the data behind the vector tiles.
