Role Type "User" has no access using windows domain and built-in roles

When setting up security in server manager to use both windows domain and arcgis server built-in roles, no users are allowed access to services if they are setup as a role type of "User". Both "administrator" and "publisher" work, but not "User". The error returned is:

Error: User does not have permissions to access this folder.
Code: 403
[ATTACH=CONFIG]18249[/ATTACH]

I've setup IIS for windows authentication and disabled everything else. Am I missing something? Or is this a bug. Thanks for any help.

So, after doing more research, it seems as if this really is a bug that should be addressed in SP1.

It seems that this has not been fixed in sp1. I received the same error message in 10.1 sp1. Does anybody have a solution?
