Bug in model builder Zonal Statistics as Table tool?

Have I found a bug in model builder using the zonal statistics as table tool or have I misunderstood how to use it? I created a very simple model (see image). I've dropped the zonal statistics as table tool into model builder set my inputs and outputs. I then exposed the current workspace environment as a parameter and set that to be a file geodatabase. For the output table name parameter I just set this to be "tblOutput" (excluding quotes). I thought the tool would then obtain the workspace from the environmental setting? It does not honor this instead I get an 000875 (invalid workspace) and 000581 (invalid parameters) error messages.

Can someone confirm if this was correct and it's a bug, if not, why expose workspace as an environment setting of the tool?

I'm using ArcGIS 10 (sp5) on Windows 7.
