if then statement table?

Hi Everyone,

I need some advice as I havnt been working with raster data that long. Anyways I have a table that relates for example population and an index that I have created and based off that I want to create a new classification system. i.e. if index is between 0.1 and 0.5 and has a population of less than 500, make the value equal to 1 etc... (see attachment). Right now I am accomplishing this by reclassifying the population field into three categories and indexes into three categories, then add them using map algebra and finially reclassifying the 9 values into a 3 class system (a very time consuimg process).

I was wondering if I could somehow accomplish this by using an excel table (where I can change the parameters if need be) and then import those conditional statements into arcgis reclassify or python code?
