Natural breaks (Jenks) partitions data incorrectly

Attached is a zipped up shapefile ( Add to ArcMap. Display labels (FEMALES).  Note that there are five natural classes: 1000s, 5000s, 10000s, 15000s, and 25000s. Use Symbology (Quantities) to classify FEMALES into five (5) classes using Natural Breaks (Jenks). Now note that ArcMap breaks the 1000s into two classes; it also combines the 10000s and the 15000s into a single class.

This is obviously wrong. Further, I have run these data through two "regular" Jenks programs and they both partition the data properly.
