ArcSDE10 for SQL Server - Failed Post-installation

I am trying to install ArcSDE for SQL Server. When I try to open the Post Installation Wizard I get an error "The application has failed to start because its side-by-side configuration is incorrect" and "Could not execute the external program".

Does anyone know what the error means and how to solve it.

There can be multiple items leading to an error such as this.  In many cases it has been remedied through installation / re-installation of the  Microsoft Visual C++ redistributables.
