Basemap tiles of differeing resolution at certain scales

Has anyone experienced resolution problems with ArcGIS Online's World_Street_Map basedata layer? At certain scales it appears that adjacent tiles are displayed at different resolutions (see attached map of 1:250K in the Monterey Bay area). Within the same view, you can see where features and labels are larger and blurrier compared to their neighbors.

Does anyone know how why this is and, more importantly, how to fix this? It doesn't make for very professional looking maps!!

What application are you using to view this? It looks like it may be a caching problem.

If you are using a web browser, try clearing your web browser cache.

If you are in ArcMap, try clearing the tile cache on layer properties.

Some of us have noticed that same issue, but haven't been able to provide a reproducible case to help track down the problem. If you can provide a set of steps that we can use, that would be helpful.
