Hiding Data using a layer as a mask

I have a lot of aerial photos that go over the extent I want. I place a layer of the state boundary over the photos and want to use this layer as the border for that photography.

I dont have any layers small enough out side this extent to use with a def query to leave only the data I need showing, its the state boundary only.

How do I use this state boundary to create a mask to hide the dags from the pics that are outside of it, to give my map a nice crisp shape.
