Problem calcul trafic routes

Hello, I do not know if it is the right place to ask this question, sorry if I'm wrong.

I am currently doing an internship and for this internship I have to calculate the impact of pedestrianization of certain portions of roads of a district on other roads of this district (to see if they are overloaded or not). I have only data on the number of vehicles per hour and sections of streets in the district.
Is there a software that would allow me to calculate the number of cars that circulate in additional on other roads, once effected pedestrianization.

Maybe this is possible with network analyst?

Yes, you can do it, if you can program to loop OD matrix.

I dont know what is your background. if you are studying urban planning or transport planning or even civil engineering,  It is Easier to use excel for your simple problem provided you understand what is route assignment. of course and many other open software which can do it better and more efficient than ArcGIS NA for your kind of problems.
