The ArcObjects documentations detailed here how you can consume config values from a cfg file tailored for your SOE, and mentioned that it should be under the "<ARCGISHOME>\server\user\cfg" directory. Still i cannot find such path anywhere on my machine. Also there is no sample to define the format of that cfg file.
