I want to change the anchor point of a picture element from what seems to be the default (lower left corner) to the upper left corner. How can I do that with Python? Thanks for your help.

Pretty sure you can't do this (v10.2).
You can get the page coordinate of the current anchor point, but you can't change which anchor point that is.
If you wanted to move a graphic from say, bottom left of the page (anchored by LL), to top right I think you would have to do some careful calculations using the elementHeight / Width, to get it to fit with the UR corner.
