Caching in 10.2.1 Question

I have a series of Map Services in a Flex Viewer 3.6 for which my users need to zoom down to the 1:25 scale and zoom up to 1:25,000 scale.

The basemaps used in the Flex Viewer are 3:

- Aerial Photo (Map Service, .sid Flat File)
- Buildings/Structures with Anno (Map Service, SQL Server Enterprise Geodatabase Feature Class)
- Buildings/Structures without Anno (Map Service, SQL Server Enterprise Geodatabase Feature Class)

If I do not use caching, the Viewer is slow when the user zooms and pans while the aerial photo is on. I know that Caching will allow for a faster response.

Currently, I have cached the Aerial Photo Map Service using 7 scales (from 1:25000 to 1:25). The other two Map Services are not cached as they are just polygons. This setup has been working good for us for the past 18 months or so. No problem.

However, when the users zoom in to 1:25 scale the aerial photo becomes pixelated and of no use; but the user still needs to zoom into this scale to see the details they need for piping etc...

My question is:

- Is there a more effective or different approach I could take?
