I am curious if anyone has an idea of how to solve the following problem. Suppose I have some Raster dataset. With this, I would like to produce a finer one such that the subcells of a given cell assume the same value. For example, if one cell has the value of 4 and I would like to split this Raster in quarters, the quarter sized cells will also assume the value 4.

At the suggestion of other threads, I have attempted this process with the Resample command in ArcGIS (using the nearest neighbor algorithm) but this does not solve my problem (and it should not since each sampling method depends on adjecent cells).
