Can't invite username after previously deleting user

I'm having an odd issue when trying to add a new user to our organization, lets call it "SURF".

I had previously created a user account for "John Doe" using the naming convention SURF.jdoe

The user never used the account so I deleted it after a while.

I need to re-add the user and an invite won't go out when I try to use SURF.jdoe as a username now. I was able to send an invite using the suggested jdoe_SURF, but this doesn't fit with our naming conventions.

Is the old account still stuck somewhere on the ESRI backend of things?
