I'm trying to create a 5 mile radius around a Fire Station that follows the roads not as a crow flies. Is there a way to generate this without manually measuring each road out 5 miles from the fire station?

What you are describing is actually called a service area. A service area is much like a buffer, except that it is described in terms of network distance or traversal time rather than a linear distance. In ArcGIS Desktop, you can create these using the
Network Analyst extension.
If you have an ArcGIS Online subscription, you can also generate Service Areas in the ArcGIS Online Map Viewer. Check
for more information on analyses you can run from AGOL.
