API, w/o a Mac?

Hi,

I work for a state agency that uses ArcGIS, and have several custom application elements installed for automating the pulling in of SQL data.   (Permit boundaries, water monitoring locations and data, etc.)

I'm used to using ArcPad on a Trimble, but usually end up using TerraSync instead.   I like the idea of being able to tweak out ArcGIS for an iPhone, so that I could hit our data from the field, w/o having to have anything other than my phone with me. 

However, we don't have *any* Macs; we're strictly a PC environment.   (Last time I had an Apple, it was a IIGS.) 

Is the requirement of an Intel-Mac running Leopard/SnowLeopard an Apple requirement, or is that an ESRI requirement for building on the ArcGIS iOS format?   

I would love to see the implementation of ArcGIS iOS for us, but I know this agency would never purchase a Mac in order to do such.   

Thoughts? Comments?  Suggestions?
