.Tif image overlay on map

I have a .tif image (PAN) and I want to overaly this on a particular area on the map.  How do I get this done?  I tried the following link http://webhelp.esri.com/arcgisexplorer/1500/en/add_image_overlays.htm but there is no link "Image Overlays" under Add Content.
