Esri is clearly working to support the largest players in the CAD space. That said, you might look at it the other way: what mapping tools can come to these lower priced CAD solutions? There are a number of third party mapping partners that build tools for BricsCAD. TCI Software offers a BricsCAD-based map editing seat for less that $1000 US.
You can try this usefull standalone application. It read cad, gis and oracle database with spatial data

And it's not hard to build a lisp file with the opensource shp dll
