Page Definition Query to show same data on several pages

When using Data Driven Pages I have an index grid which represents each page I want to create a map of; Some of which are duplicates as I need to create several different maps of the same area.  For example:  I have three different areas: North, East and West.  I need to create a series of 8 maps with the same set of data:

Fig 1-North -hydro
Fig 2-North - Transportation
Fig 3-North - Infrastructure
Fig 4-East -hydro
Fig 5-East - Transportation
Fig 6-East - Infrastructure
Fig 7-West - hydro
Fig 8-West - Transportation

So my Index Grid contains 8 pages representing Fig 1 thru Fig 8.
The reason I have the Index Grid set to have pages for Fig 1 thru Fig 8  and not just 3 pages for areas North, East and West is so I can use dynamic text on each of my figures.

Here's my problem...When I go to set up page definition queries for the Hydro shapefile, I am asked for the Page Name Field.  The problem is that my data needs to appear on several different pages, not just one.  When asked for the Page Name Field I really want the hydro to appear in both Fig 1 and Fig 8. 
Am I going about this the wrong way?  Any ideas how I can only have one instance of the shapefile in my .MXD and use it in several different maps using Data Driven Pages?
