10.2 Upgrade - Now can't publish and very slow

Upgrade 10.1 (no sp1) to 10.2 and having all sorts of trouble.

1 web server with 4 gis machines and file server all 2008R2

Can't publish.  Says map was successfully published, however the service did not start. "Error: Could not find resource or operation".

Tried through web server and gis machine with no luck.

Also if I go to the web server and go to the http://localhost/arcgis/rest/services the rest interface comes up instantly.

If I go to another machine and go to http://<webserver>/arcgis/rest/services it can take 30seconds plus.

Services are timing out in our web app.

Has anyone experienced this after an upgrade?

Have you tried create a new user publisher and use this user for publish your service?

Thank you for the advice. 

We had Windows domain security at a GIS machine level and we've had pretty average performance compared to our development box that has internal arcgis security.

There was no real need for domain security.   Overnight we've gone back to internal arcgis security and publishing is now working and the rest interface is running much better.

Possibly this could be caused by a slow domain server (and that wouldn't suprise me), but I've read on the forums about some slow performance under 10.1 (and it maybe 10.2) when using domain security.

I've seen that too. Also slow with web tier.  Generic GIS server works best, but not always possible for some companies.
