10.2 bug in ArcGISFeatureLayer?

Prior to 10.2 I was able to create a new feature layer with
new ArcGISFeatureLayer(getResources().getString(R.string.config_mylayer_definition), new FeatureSet(), new Options())

Now that same code throws a null pointer exception when initializing the feature layer. Any advice?

I have a program that uses several local tiled map caches (to keep the file sizes small but still allow me to cover a large area), and so I first add an empty feature layer to the map where the layer definition specifies an extent that encompasses all of my map caches. Now it doesn't work.

Okay, so I can accomplish my same goal with a graphics layer instead (programmatically specifying the spatial reference and full extent before adding it to the map), and while that's probably a better option than what I was doing, I'm still curious why trying to initialize a new feature layer with "new FeatureSet()" now throws a null pointer exception when it didn't used to, and if this is in fact a bug.
