Add a georeferanced image by selecting a Polygon in a featue class.

I want to add the Geo-Referenced image that is covered by a Polygon in a Feature Class; the Polygon has the Full path to the Image.

I have tried Model Builder and can get it to work when the Model is open. But not when it is ran as a tool.

Any help would be appreciated.
