Map Service Permissions Resetting

Hello,

   I trying to set a map service to "Public, available to everyone" in Manager. After setting this I noticed that the REST URL still required a username and password so I go back into Manager and the service is set back to locked. I try setting it again and notice the lock symbol changed to unlocked (I then restart the service) but if I refresh Manager's browser it resets itself to locked. Very frustrating!! (I am using token authentication)

Anyone seen this before? Ideas?

Did you Enabled the Security Service? If yes, Stop the SOM,then disable the Security service in configuration file manually.
Please check your IIS configuration, make sure you have enabled the Anonymous to access. This is very import for the case.   Hope this can help you.

IIS has Anonymous Access Enabled but I am not quite sure what you mean by SOM. I am using 10.1 which is the only version I have ever had.
