dispatch a number of cars in zones

Hello everybody

I am developing a GIS Web Application using JavaScript API, the objective of my task is to dispatch a number of cars in a number of  zones.

The user should enter a number of cars and give a threshold (Maximum time time to reach a location) and click on dispatch button,
the cars should be scatter in zones in order to cover a maximum of the area.

I need some ideas on how to start and sample of codes to do it.
Any help will be appreciated.
