Editable Feature Services sample question

Hopefully someone can help me see the light here.  In the Silverlight demo, there are two editable feature services.

I've pinched the code for the sample, put it in visual studio, and tried to make the 3rd feature service layer, fire perimeter, editable.

I thought, if I add this to the xaml:
[HTML]<esri:FeatureLayer ID="Fire Perimeters" DisableClientCaching="True"
                               Mode="OnDemand" />[/HTML]
and in the cs file behind, make sure to include "Fire Perimeter" in the layer Ids like so,
private void EditorWidget_Loaded(object sender, RoutedEventArgs e)
            string[] myLayerIDs = { "Points of Interest", "Evacuation Perimeter", "Fire Perimeter" };
            MyEditorWidget.LayerIDs = myLayerIDs;

then when i run the app, I should be able to select the fire perimeter layer and edit it.  Looking at the rest endpoint for this layer, all the feature Access functionality is there:  Query   Add Features   Update Features   Delete Features   Apply Edits

So, why can't I select or edit this layer?  What is different on this 3rd layer compared to the other two.
