Linked file compatibility (.js, .css)

I am having a tile display problem on all mobile devices with my mobile configured map viewer and am wondering if the external files I link to in the <head> section of my script are having compatibility issues - that might be apparent on just mobile devices.  No problems whatsoever on the desktop.

A portion of my code is below.
