ArcGIS for Server Basic license fir create enterprise geodatabase

Hi,
Can we create enterprise geodatabase using ArcGIS for Server Basic license.
Because when i read funstionallity matrix in :
http://www.esri.com/library/brochures/pdfs/arcgis-server-functionality-matrix.pdf

On page Two, the funstionallity for Basic license, support Spatially Enableg Geodatabase, and also geodatabase management.
But when i read help page about create enterprise geodatabase in :
http://resources.arcgis.com/en/help/main/10.1/index.html#//002p000000ss000000

It said : "You must have ArcGIS for Desktop (Standard or Advanced), ArcGIS Engine Runtime with the Geodatabase Update extension, or ArcGIS for Server (Standard or Advanced) installed on the computer from which you will create the geodatabase. "

So, is it must arcgis for server standard or advance to create enterpise geodataabse?

In your case you need arcgis desktop (std or adv) or ArcGIS Engine Runtime with the Geodatabase Update extension.
