Create / Edit Feature Time off by 4 Hours

I have been searching but haven't found out how to change it. I understand the time in the browser is UTC based and when a feature is edited or created in the field the auto populated time and date are ahead by 4 hours. Where do I edit this UTC or where in ArcMap or ArcGIS Online do I change the default time to represent EST? Any help would be great!

How are you adding your data to the map?
What kind of layer are you using? A hosted feature service?

ArcGIS Online stores data in UTC. So any data you upload is assumed to be in UTC. When viewed in a browser, the browser will adjust the time to local time.

Thanks for the links. These are the two I came across when I was searching for a answer. It didn't fix the issue so I posted this here.

I am uploading a Point feature class from ArcMap 10.1 without a date edit and date created field and turning this on after the feature service is published.
