ArcGIS helps user to make better use of resources???

Hi everybody. I am a student of specialized in GIS and through this site, I learned a lot of things more about GIS. ArcGIS software is very important because it is a GIS as an effective tool to support the people and the largest source of data - the key components of GIS. However, there is one issue that I'm anxious to find the most accurate answer. In a document on this site wrote that: "In general, People use ArcGIS because it helps them to: .... Make better use of resources ". So here is to understand resource is the resource, resources available in the software, or natural resources and social resources? I look forward to receive an answer soon from everyone .Thank you very much.

I think in this context, it means GIS helps people make better use of natural resources or resources relating to people (e.g., money, time, etc).
